Woman Says DeLand Officer Javon Kelly Pursued Personal Contact After Taking Her Stalking Report

A woman who says she sought help from DeLand police over stalking allegations says the officer who took her report later pursued personal contact, suggested moving conversations to Snapchat and proposed parking in her garage so his car would not be seen.

The woman, identified here only as Megan to protect her privacy, described the encounters in a recorded interview with James Madison Audits. She identified the officer as Javon Kelly and supplied screenshots she attributes to their conversations. JM Audits reviewed the interview and screenshots but has not independently authenticated the complete message history or reviewed the department’s final internal-affairs findings concerning Megan’s allegations.

From a stalking report to personal messages

Megan said she first dealt with Kelly while reporting stalking by a former partner in July 2025. She said her children were present when she went to DeLand police for help. According to her account, Kelly subsequently contacted her personally, initially discussing her safety before the conversations became social.

One screenshot shows the contact saved as “Kelly” asking whether she uses Snapchat, followed by a suggestion that they could “spice this convo up a little.” Other messages discuss meeting after work and mention a call made from a work phone. A contact label alone does not establish who sent a message; the attribution to Kelly comes from Megan.

“I’ll create a call and come outside”

Megan also described moving a phone connected to her stalking complaint from Rockledge to DeLand police. She said the device was in a sealed evidence bag and that she had been directed to collect it and deliver it to DeLand. JM Audits has not reviewed the evidence-transfer records.

In a screenshot dated March 11, Megan writes that she is about to arrive. The contact labeled Kelly responds: “Okay I’ll create a call and come outside.” Another message proposes meeting at her house before 6 and parking in the garage “so no one sees my car.”

Megan said the proposed visit involved a patrol vehicle while the officer was working. The screenshot itself says “my car” and does not independently establish the vehicle type or duty status. Likewise, the message about creating a call does not, by itself, establish that a dispatch entry was false or improper. Dispatch records, duty logs and the complete context would be needed to assess those questions.

Megan says she reported her concerns

Megan said she raised her concerns with police personnel and that the matter reached supervisors and internal affairs. She placed her complaint in late March or early April. She said she was later told the officer received five unpaid suspension days. That account of discipline has not been independently confirmed through an agency disposition or personnel record.

A separate screenshot depicts an email dated June 10, 2026, addressed to a DeLand city email account and containing one of the message screenshots. It does not establish how the city responded or the outcome of an investigation. Megan said she had not had further contact with Kelly since the investigation.

What remains unverified

The materials raise questions about professional boundaries when an officer maintains personal contact with someone seeking police assistance. They do not establish a criminal violation or substitute for the department’s findings. The original incident report, complete communications, duty and dispatch records, evidence-transfer documentation and final internal-affairs report concerning Megan’s allegations would provide important additional context.

No response from Kelly or the DeLand Police Department has been obtained for this article. This report distinguishes Megan’s allegations from what can be read in the supplied screenshots and from matters that remain unverified.

Update: department records document separate incidents

JM Audits reviewed four DeLand Police Department records supplied by email on November 8, 2026. They document separate incidents involving Kelly in 2024 and 2025, not a disposition of Megan’s complaint. The complete documents appear in the viewers below; a residential incident address has been redacted from the November 2024 memo.

School incident: An October 2, 2025 notice in I.A. 25-003 sustains policy violations arising from Kelly’s exchange with a DeLand High School student, including an admitted threatening remark and failures concerning identification, professionalism and documentation. It also lists several allegations as not sustained, including specified body-camera activation provisions. Despite the email filename calling it “Proposed Discipline,” its final page expressly records final action after an October 1 show-cause hearing: a permanent letter of reprimand, termination of his SRO assignment effective August 28, 2025, and mandatory de-escalation training. That is removal from the SRO assignment, not termination of police employment.

Mistaken-identity traffic stop: A May 2, 2025 letter of counseling describes an April 22 motorcycle stop at gunpoint. Kelly had lost sight of a reckless rider and later stopped a motorcycle matching a general description. Subsequent surveillance showed a different motorcycle was involved. The record says Kelly withdrew the criminal citation before it reached the clerk and identifies several policy violations. Although emailed as “Reprimand 2025,” the document itself is titled Letter of Counseling.

Crash: A July 8, 2025 counseling letter addresses a July 4 rear-end collision on wet roads. The supervisor wrote that greater following distance could have prevented it. The letter says the Florida Highway Patrol investigated and did not issue Kelly a citation.

Supervisor dispute: A November 5, 2024 counseling memo describes a profanity-laden confrontation after Kelly questioned the grounds for an arrest ordered by a corporal. It records profanity by both men, finds disrespect and insubordination by Kelly, and expressly states that officers are not obligated to obey genuinely unlawful orders.

None of these four documents verifies the five-day unpaid suspension Megan described. Readers should not treat discipline from these separate cases as a finding on her allegations.
