ORANGE CITY, Fla. — An Orange City police sergeant was ordered to receive additional training after an internal inquiry examined a physical defensive-tactics demonstration involving another officer outside an approved training environment.
Informal Inquiry 26-007 concerned an April 18, 2026 interaction at 2522 Enterprise Road. The complaint named Sergeant Brian James Kibbe and alleged unprofessional conduct connected to a training demonstration involving physical contact with Officer Loribel Maldonado.
Evidence did not establish excessive force
According to the inquiry, investigators interviewed the involved parties and reviewed available surveillance footage from a Wawa. The department said the camera’s view was obstructed by a tree, no officers were visible during the relevant time, and no body-worn-camera recording existed.
The department concluded that there was insufficient evidence to determine that excessive force had been used during the demonstration. It also found that the demonstration was intended as an officer-safety training exercise and was not malicious.
Department required clearer notice and formal training setting
Although the allegation was classified as “Not Sustained,” the inquiry found that Kibbe should have given advance notice and a clearer explanation before making physical contact with Maldonado.
The department instructed Kibbe to explain physical training demonstrations in advance and obtain clear consent from participating officers. It also directed that dynamic defensive-tactics training not occur outside an approved training environment. Informal officer-safety instruction outside that setting is to be limited to verbal instruction or static, slow-speed demonstrations.
The record further says Kibbe received instruction from a Training Division defensive-tactics instructor on how and when physical contact or force may be used for training. Serious defensive-tactics questions are to be referred to the department’s designated instructor.
The complaint record lists retraining as the action taken and “Not Sustained” as the final disposition. The department closed the inquiry after notifying both Kibbe and Maldonado of the outcome.
“Not Sustained” is the disposition recorded by the department, meaning the available evidence was insufficient to prove the allegation. The retraining directions are also documented in the agency’s inquiry.
