Palm Coast Holdings, Inc., et al. v. City of Palm Coast
Palm Coast Holdings and Florida Landmark Communities alleged that development orders for the 1,557-acre Town Center project obligated the City to provide water and wastewater capacity for the remaining vested development. The complaint asserts breach of contract and promissory estoppel and alleges the developers spent about $35.5 million on required infrastructure. Public records later showed mediation, a negotiated land-purchase agreement, and a stay of proceedings while the settlement was implemented.

Flagler County–Palm Coast Homebuilders Association, et al. v. City of Palm Coast
The homebuilders association, five construction companies, and a resident challenged ordinances that increased Palm Coast fire, parks, and transportation impact fees. The complaint seeks declaratory and injunctive relief, alleging the increases violated Florida impact-fee law, hurricane-recovery legislation, and constitutional requirements. In August 2026, the court ruled for the plaintiffs on a key claim concerning Senate Bill 180; additional proceedings and possible appellate review remained under consideration.

Michael Norris v. City of Palm Coast, Flagler County Supervisor of Elections, and Charles Gambaro
Mayor Michael Norris alleged that the City violated its charter by keeping appointed Council Member Charles Gambaro in District 4 beyond the November 2024 election. The verified complaint requested declaratory and injunctive relief, a special election, and a writ of quo warranto removing Gambaro. Later filings show the court rejected the initial challenge and Norris sought rehearing.

Amanda Rees v. City of Palm Coast
Former Palm Coast Utility Director Amanda Rees brought a Florida Whistleblower Act claim alleging she was retaliated against and terminated after reporting what she described as malfeasance, misconduct, utility-capacity problems, and concerns involving city management and wastewater operations. The complaint seeks damages exceeding $50,000, lost compensation, reinstatement or front pay, and other statutory relief. The City may dispute these allegations.

Margareth L. Klev-Mooney and James F. Mooney v. City of Palm Coast
Margareth Klev-Mooney alleges she tripped on a protrusion in a public pathway outside 50 Palm Harbor Parkway on March 15, 2024. The complaint claims the City failed to maintain the pathway, correct the condition, or warn pedestrians. She seeks damages for alleged bodily injuries and related losses; James Mooney asserts a loss-of-consortium claim. The City may dispute the allegations.
