ORANGE CITY, Fla. — Orange City Police Department records show that Records Coordinator Heather Olszewski received a written reprimand and a two-working-day unpaid suspension after an internal affairs investigation found that records connected to an Emmaus Lutheran Preschool incident were released without required redactions.
Chief Jerome Miller issued the disciplinary-action memorandum on June 22, 2026, following Internal Affairs Investigation IA 26-005 and a disciplinary review hearing. The memorandum says the department determined that available resources were not used to ensure compliance with Florida public-records law and agency procedures governing the review, redaction and release of records.
Three policy violations sustained
The chief sustained three violations: neglect of duty under OCPD SOP 26.1.7, neglecting job duties under City Policy 1.15(VII), and unsatisfactory performance of duties under City Policy 1.15(IX). The memorandum treats the violations as one disciplinary event because they arose from the same course of conduct.
According to the record, Olszewski accepted responsibility and cooperated with the investigation. The chief also considered prior counseling from October 21, 2025, concerning public-records redaction and dissemination procedures. The memorandum says similar performance deficiencies continued after that counseling, although those additional matters were not independently sustained violations in IA 26-005.
Discipline and training
The department imposed a written reprimand, a two-day unpaid suspension scheduled for July 20 and July 21, 2026, and mandatory additional training on Florida public-records law, redaction requirements and records-release procedures. The memorandum warns that similar future violations could lead to additional discipline, including termination.
The department described the discipline as corrective rather than punitive and cited mitigating factors, including cooperation, acceptance of responsibility, the absence of intentional misconduct and the workload associated with managing public-records requests.
