Official Biography
The City of Orange City promoted Jerome S. Miller Jr. to police chief effective January 31, 2026, after he served as acting chief and as deputy police chief beginning in December 2024. The City reported that he was formally sworn in on February 25, 2026 as the first African American police chief in Orange City history.
The City says Miller has nearly three decades of law-enforcement experience, including command and supervisory service with the Apopka Police Department. Its biography lists a master’s degree in criminal justice and criminology from Sam Houston State University, a bachelor’s degree in public affairs and psychology from Texas Southern University, and graduation from the FBI National Academy.

Miller began his Apopka Police Department career on September 4, 1996, after graduating from the Seminole State College Basic Law Enforcement Academy. He retired from Apopka on December 6, 2024 after more than 28 years of service, then joined Orange City as deputy police chief.
According to the City of Apopka, Miller served as a patrol officer, community-policing officer, school-resource officer, public-information officer, sergeant, lieutenant, captain and deputy chief. Apopka promoted him to deputy chief in January 2021. Local reporting described him as the first African-American deputy police chief in the department’s history.
His professional education includes graduation from the Southern Police Institute in 2006, a chief-executive mentoring program in 2014 and the FBI National Academy in 2018.
